A ground-based secondary containment system for safe handling of oil and fuel

O-SCP is a portable ground-covering secondary containment system developed for refueling, parking and handling of machinery, fuel tanks and other equipment with a risk of fuel and oil spills.

The system captures oil and other contaminants while continuously managing rainwater in order to, unlike traditional containment solutions, maintain functionality and containment capacity even during heavy rainfall.

This enables safe operation at permanent, semi-permanent and temporary sites where substantially more robust solutions are technically, practically or economically unreasonable.

Designed for Every Requirement

Advantages of O-SCP

Developed to meet high environmental safety standards without the complexity and cost associated with conventional permanent containment installations offering similar levels of protection.

  • Holds approximately 2000–2500 liters of oil/diesel
  • Continuously separates and drains water – remains functional even during heavy rainfall
  • No roof structure or building permit required
  • Can be used as a permanent or temporary solution (requirements may vary between municipalities)
  • Installation in 60–90 minutes by 1–2 people using an excavator
  • Reusable and relocatable between projects
  • Manufactured from oil-, UV- and wear-resistant HDPE plastic
  • Well suited for construction, agriculture and temporary worksites
  • Enables machinery operation and storage in environmentally sensitive areas (e.g. water protection zones)

O-SCP is a patented Swedish solution (2025), certified by Ekokvalitet according to requirements equivalent to Nordic Swan Ecolabel standards, developed to meet high demands for environmental safety, flexibility and practical field use.

Regulatory Framework & Practical Application

How O-SCP may be used and assessed in the United Kingdom is, in practice, determined through a site- and risk-based evaluation under environmental legislation, pollution prevention requirements and applicable industry guidance. Assessments may involve the Environment Agency, local authorities, environmental consultants, contractors or site operators depending on the type of activity and environmental sensitivity of the location.

Within UK practice, the focus is generally placed on environmental protection performance rather than requiring one predefined technical solution. Secondary containment systems are therefore typically assessed based on whether they can effectively prevent spills and contaminated water from reaching soil, groundwater, surface water or drainage systems, while remaining inspectable, maintainable and suitable for the operational environment.

At the same time, UK guidance and industry practice indicate that temporary, semi-permanent and reversible containment systems may be relevant where permanent concrete infrastructure would be impractical or disproportionate, particularly on construction sites, temporary compounds and other mobile or short-duration operations.

It is therefore important for operators to understand:

  • environmental duties under the Environmental Protection Act and Water Resources Act,
  • pollution prevention expectations from the Environment Agency,
  • requirements relating to fuel storage and secondary containment,
  • groundwater and drainage considerations,
  • as well as site-specific risk assessment and inspection obligations.

The material available on the “Compliance & Data” page has therefore been developed for operators, environmental consultants and regulatory stakeholders seeking to understand how O-SCP may be assessed and applied in practice across different operational and environmental risk contexts. may be assessed and applied in practice across different operational and environmental risk contexts.
